Plenata
Plenata is a cold but not an ice world and most land masses are in the “temperate” zone which is similar to Terran subarctic. As a consequence it is moderately but not heavily populated. It has a reputation of having excellent academic institutions. Cities tend to be small and vary. Most are suburban but some are enclosed because of the climate.
